The United Nations is looking for a middle level consultant to develop a profile about young people in Indonesia. The main task ofthe consultant is to compile secondary data (literature) , conduct analysis and develop a report based on the data and analysis. He/She will need to compile legitimate information and data on variousissues of young people from government institutions (BPS, BKKBN,Menpora, Diknas, etc) and non-government institutions. As part of the report, the selected consultant will also develop a fact sheeton why and how the UN assists Indonesia in protecting and empowering its young people (age 10-24 years).

Lighting Africa Development Marketplace (LADM) call for proposals

The competition will reward project ideas that address the various off-grid lighting needs of Sub-Saharan Africa, including alternative distribution models, new clean lighting technology, stronger production chains and improvement of the policy environment.

Applicants are encouraged from around the world, but all proposals should be targeted to countries in sub-Saharan Africa - see competition guidelines for details. Ten to 20 winners will receive grant funding up to US$200,000 for a two-year implementation period.

Lead sponsors include the Energy Sector Management Assistance Program, the Global Environment Facility and the Public-Private Infrastructure Advisory Facility. IRD intends to submit a tender for phase II of AusAID¢s ACCESS program, a 5-year program designed to support improvements in democratic governance by influencing decentralization decision making through the delivery of participatory development programs, which mainstreams gender and the participation of the poor, at the district and community level.

PROGRAM DIRECTOR
Position Description
The Program Director will be a full time (5 years, 60 months in-country) position responsible for the overall strategic direction of the Project, and for providing the necessary professional oversight of all Project staff (long term and short term) to ensure the achievement of Project objectives and outputs. The Program Director will be posted in Bali, with frequent travel to Project Target Areas, Jakarta and other areas as required. The Program Director is expected to liaise regularly with AusAID Jakarta, MOHA and other key stakeholders to ensure effective implementation of ACCESS to meet the Program¢s contractual obligations and the completion of tasks outlined in the Scope of Services. The Program Director leads the strategic direction and oversees district engagement policies and analysis of the Program. engagement principles developed within ACCESS to other relevant GOI and AusAID programs.

Specific Duties
§ Provides leadership, guidance, and strategic direction to the Program team to ensure that overall the Program¢s Framework - Planning, Capacity Building, M&E, Continuous Learning, and Program Sustainability- is appropriate;
§ Directly manages the activities of the Community Engagement/Governan ce Adviser, the Capacity Building/Continuous Learning Adviser and the Short Term Advisory Pool;
§ Acts as the primary point of contact for AusAID with the Program;
§ Mentors and guides the team and undertakes regular staff performance reviews;
§ Delegates responsibilities for the day-to-day coordination of operations to the Program Coordinator and other staff;

Core Competence
§ Extensive conceptual and practical experience in governance, civil society strengthening local governance and poverty alleviation issues, significant experience in managing and implementing complex development aid programs, and capacity to mentor staff and develop a strategic vision;
§ Solid insight on the dynamics of civil society and local governments in Indonesia¢s decentralization setting;
§ Experience working with NGOs and/or previous work experience in Indonesia, at least 5 years;
§ Strong appreciation of the AusAID program in Indonesia and ACCESS¢ roles in delivering the CPS and White Paper outcomes and ability to give sound advice on complex or sensitive/political issues, based on awareness of GOA policy directions;
§ Previous experience managing projects for AusAID (desirable but not essential), including an understanding of AusAID¢s policies relating to gender, HIV/AIDS, environment, governance, conflict mitigation, and population;
§ Excellent communication and writing skills, and a working knowledge of Bahasa Indonesia; and
