TERMS OF REFERENCE:
Manage the financial aspects of Cardno Acil Pty Ltd's operations in Indonesia, with particular emphasis on the management of corporate and employee tax compliance for Cardno Acil's projects throughout the country. The focus of this role will be on the effective financial management of Cardno Acil's Jakarta Office and its international
development assistance programs currently under contract in Indonesia.

More specifically, the Finance Manager will undertake their financial management responsibilities in conjunction with the Cardno Acil Country Manager and the Cardno Acil Financial Services Group. Tasks will include:

* coordination and monitoring of Cardno Acil Jakarta office budget, management of monthly office funds requests and MYOB cashbooks, management of the Jakarta office bank accounts, payment of office expenses, and management of petty cash;
* management of tax compliance requirements;
* coordinating the preparation of monthly and annual tax returns, and oversighting tax payments on all Cardno Acil projects in Indonesia; * establishment and monitoring appropriate systems to track and ensure that Cardno Acil meets the compliance obligations of its Permanent Establishment in Indonesia;
* liaise regularly with the relevant GoI tax authorities regarding tax returns and compliance matters;
* offer advice on the taxation obligations of Cardno Acil's permanent establishment in Jakarta corporately and Cardno Acil's advisers in Indonesia personally in respect of bilateral and multilateral funded development assistance projects;
* management of Cardno Acil Jakarta Office staff contracts,calculation and payment of staff tax, Jamsostek and medical insurance payments;
* on an as required basis, support business development activities across the Indonesia region, including liaising with related Indonesian counterparts, international and local consultants, and supporting the preparation of bid proposals.

KEY SELECTION CRITERIA:

1. Demonstrated expert knowledge of Articles 21, 23 and 26 of Indonesian Taxation Law.
2. Demonstrated experience in the preparation of compliance returns in respect of Corporate Income tax, Personal Income tax, Withholding tax and Value Added tax.
3. Demonstrated financial acumen and ability to understand and effectively use financial information.
4. Fluent written and spoken English language skills.
5. Knowledge of development assistance contracts and projects, in particular those funded by the Australian Agency for International Development (AusAID), the World Bank and the Asian Development Bank.
6. Knowledge of the operation of project offices for donor-funded development assistance projects.
7. Demonstrated understanding and application of skills and approaches required in managing people to achieve outcomes and deliver superior client service in a variety of situations.
8. Ability to prioritise, plan and organise workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities.
9. Intermediate - advanced Microsoft Office (Word, Excel, Outlook) and internet skills.
10. Tertiary qualification in a relevant field.

CIFOR Associate Expert, Bogor, Indonesia

Forests and Governance Programme: Sustainability, Bioenergy and Rural
Livelihoods

The Center for International Forestry Research (CIFOR), supported by the
Netherlands Ministry of Foreign Affairs, is looking for an Associate
Expert to work on CIFOR research.

* Title: Associate Expert

* Programme: Forests and Governance Programme: Sustainability,
Bioenergy and Rural Livelihoods

* Supervisor: Scientist, Forests and Governance Programme

* Duty station: Bogor, Indonesia

* Duration: Appointment is for one year with possibility of
extension up to a total of three years.

ELIGIBILITY:
* The position is open to Dutch national or nationals from
eligible developing countries;

DUTIES & RESPONSIBILITIES:

The Associate Expert would have two primary tasks: global level
analytical work based on archival research (literature reviews, policy
analysis); and field-based case studies to analyze the trade-offs of
biofuels in select countries / landscapes.

Archival research would have two primary functions:
* Assist in carrying out a global literature review on the
benefits and risks of biofuels, including their contribution to economic
development and employment, and their impacts on forests and local
livelihoods; and
* Assist in the analysis of national level policies on biofuels in
select African and Asian countries, and their likely implications for
forests and livelihoods.

Case studies in representative landscapes shaped by biofuel development,
on the other hand, would help to:
* Identify the nature of social, ecological and economic impacts
of biofuel development through broad-based scoping work, drawing largely
on interviews with multiple stakeholders;
* Quantify impacts of primary concern to different stakeholders
through field-based data collection; and

By drawing on the findings from each level of analysis and comparative
research across countries/regions, the Associate Expert will also help
to analyze how governance arrangements in different countries and
landscapes shape social, economic and environmental outcomes. Case study
sites will be selected based on a review of major areas of expansion of
biofuels in Southeast Asia and southern Africa, but are likely to
include 2 to 4 of the following countries: Indonesia, Papua New Guinea,
Vietnam, Malawi, Zambia and Mozambique.

In addition to the analytical work, the Associate Expert will:
* Participate in Domain and project planning and review meetings;
* Interact informally with CIFOR scientists and partners as needed
to refine methodologies and interpret findings;
* Work with his/her supervisor and partners to publish research
findings using diverse media (e.g. peer review journals, policy briefs).

* Participate in and contribute to other Domain activities and
working groups on a mutually agreed basis.

Expected Outputs:

Year 1:
* Work plan developed with supervisor and key partners
* Global literature review conducted on the benefits and risks of
biofuels
* Analysis of national level policies on biofuels in select
African and Asian countries and their likely implications for forests
and livelihoods (as well as implications for the methodology for primary
data collection)
* Selection of field sites, preliminary stakeholder interviews
* Finalized methodology for primary data collection in prioritized
landscapes (case studies)

Year 2:
* Submission of journal publication on stakeholder perceptions of
impacts and trade-offs in Asia and Africa, and implications for criteria
and indicators for sustainable and equitable biofuel production
* Field data collection initiated

Year 3:
* Data from field research analyzed
* At least two papers on finalized on trade-offs of biofuels, how
governance context shapes these and implications for enhancing
sustainability and equity (medium and audience to be negotiated)
* At least one policy roundtable co-facilitated

QUALIFICATIONS AND EXPERIENCE

Qualifications: Masters degree in a relevant area (e.g. ecology,
anthropology, environmental economics), preferably multi-disciplinary

Relevant Experience:
* Experience with standard social science methods (focus group
discussions, semi-structured interviews, household surveys)
* Biophysical research experience
* Experience in working with multiple partners in developing
countries is desirable

Skills and Competencies:
* Excellent written and spoken English
* Good interpersonal and inter-cultural skills
* Good analytical and synthesis skills
* Able to work in a team as well as work independently and take
initiative

BACKGROUND
The Environmental Services Program (ESP) is a fifty-eight month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of Development Alternatives, Inc. (DAI). ESP activities are focused on six High Priority Integrated Provinces: Aceh, North Sumatra, Jakarta, West Java, Central Java and Yogyakarta, and East Java. ESP also supports a limited set of activities in five Special Imperative Areas: Padang, West Sumatra; Balikpapan, East Kalimantan; Manado, North Sulawesi; and Manokwari and Jayapura, Papua.
Organizational context
ESP¢s communication work is managed through the integrated Strategic Communications for Behavior Change component. The Strategic Communications for Behavior Change component plays an important role in achieving the overall program objective of reduced incidence of diarrhea for children under three through a two-track approach that integrates health and hygiene (HH) communication for behavior change and public outreach & communication (POC). Program Communications activities focuses on building awareness and understanding of USAID¢s ESP by providing regular and thorough communication of ESP program news and results to all relevant partners through workshops and events, internet-based information services. The Communications Associate provides support to Strategic Communications works.

OBJECTIVES
The primary role of the Communications Associate is to support a balance of Strategic Communications activities in Jakarta, with occasional support for such activities in other High Priority Provinces. Special emphasis will be given to the facilitation of high profile workshops, seminars and other events that are intended to attract media in order to communicate ESP principles or program objectives.

DELIVERABLES
The Communications Associate is responsible for the following deliverables:
1. Support POC coordinator to maintain ESP¢s stakeholders/ media relations in Jakarta
2. Technical input into Strategic Communications for Behavior Change annual work plan;
3. Successful implementation of Jakarta-based Strategic Communications events;
4. Contributions to technical reports including but not limited to MMC evaluations, Quarterly Reports, Annual Reports and other ESP technical reports;
5. Monthly submission of human interest stories to ESP News; and
6. Timely administrative and financial management support for relevant work.

The Communications Associate reports to and receives technical guidance from the POC Coordinator in Jakarta, and interacts closely with the Health and Hygiene Behavior Change Coordinator and the Program Communications Coordinator.
