Background

I. Organizational Context

Under the general administrative guidance of the FAO Representative, overall
supervision of the Team Leader of the Emergency Centre for Transboundary Animal
Diseases Operations (ECTAD) Program in Indonesia, and the direct supervision of
the Project Manager/Internation al Operations Coordinator, and in close
consultation with Program technical and operational personnel.

The incumbent will work in close collaboration with the Highly Pathogenic Avian
Influenza (HPAI) Campaign Management Unit (CMU), the Directorate of Animal
Health (DAH), the FAO-Indonesia HPAI Control Programme, local government, and
the Local Disease Control Centres (LDCC) across Indonesia. The incumbent is a
member of the project management team that facilitates day-to-day activities of
the programme with the central as well as local government in line with the
program work plan and monthly schedules of activities.
Duties and Responsibilities

Duties and Responsibilities:
1. Act as a liaison between FAO programme management, NPC, LDCC Coordinators,
and the local government, especially pertaining to OFFLU and NVS programs
* Prepare official communications to GOI regarding FAO programme
activities, especially re OFFLU and NVS;
* Identify the information requirements of the government offices, civil
society and local NGOs and make recommendations on their needs in the
development of the programme;
* Assist in managing OFFLU and NVS-related external missions or field
visits for international visitors to local government as required;
* Assist in ensuring consistency and adherence to FAO rules and
regulations at the project level, in close coordination with the Operations
Support Unit;
* Assist in coordinating operational, administration, logistics, and field
operations of the OFFLU and NVS programs;
* Logistically organize and coordinate meetings with local government with
the central and local government, especially in OFFLU and NVS programs.
2. Provides direct supervision to all administrative tasks in the Project Office
* Prepares routine correspondence, faxes, memoranda and reports on
administrative matters from oral instructions, previous correspondence or
other available information sources in accordance with standard office
procedures of UN FAO and Government of Indonesia
* Supervise the writing and distribution of letters to the government and
relevant partners including a tracking system for all letters sent from the
office.
* Develop, implement and maintenance of the proper filing system for
administrative records and documents for the project office.
* Ensure that appropriate administrative support is provided by the
project to Ministry of Agriculture
3. To ensure proper common services focusing on achievement of the following
results
* Liaise to project staffs and their dependents by assisting and
processing requests for Government Clearance, Security Clearance, identity
cards and other documents in accordance with requirements of the United
Nations and Government of Indonesia
* Provide any travel authorization and/or logistic support to all
Government of Indonesia which related to the project , experts/consultant
and/or meeting participants
* Administrative support to organization of conferences, workshops,
retreats̢ۢ

Required Skills and Experience
V. Recruitment Qualifications

Education:
* University (S1) graduate from any related field
Experience:
* Minimum five (5) years progressive secretarial and administrative works
experience in a development project;
* Fluency in Bahasa Indonesia and a good command of writing and speaking
English.
* Proficiency in MS Office particularly Word, Excel and Powerpoint.
* Excellent organizational skills and ability to handle volume of work in
an efficient and timely manner.
* Ability to produce high quality work under pressure and meet all
deadlines.
* Ability to work in a multi-cultural environment with sensitivity and
respect diversity.
* Ability to work with minimum supervision.
Language Requirements:
* Excellent written and spoken English and Bahasa
