Planning, Monitoring, Evaluation & Reporting (PMER) and Information Officer (PMERIO)

Since April 2009, Canadian Red Cross (CRC) worked with the Indonesian Red Cross in the development of a program plan which will address issues of institutional capacity building of Indonesian Red Cross (PMI) chapters and the capacity of PMI chapters to deliver disaster risk reduction as part of an effort to strengthen the resiliency of the community to prepare for, respond to and cope with the effects of future disasters. We are looking for qualified and committed candidates to fill the following position:

Planning, Monitoring, Evaluation & Reporting (PMER) and Information Officer (PMERIO)
Based in Jakarta

Standard Function Description:
Under the general direction of the Country Representative, PMER Officer is responsible for ensuring that CRC planning and reporting standards are met and that Indonesian Red Cross Society PMER capacity is improved. The PMER Officer is responsible for ensuring quality programme plans incorporating monitoring and evaluation in the region, through support and guidance to PMI staff and to CRC staff at the country level. The PMER Officer is responsible for ensuring the processing of narrative reporting.

Key Task and Responsibilities:
1. Planning, Monitoring and Evaluation
· Provide appropriate technical advice and support in the area of planning (logframe design and related areas) monitoring and evaluation to the country representation and PMI in preparation of programme plans.
· Ensure compliance with CRC AOP standards, and provide input and advice to ensure coherence and quality.
· Coordinate specific capacity building support to the Ottawa National Office and PMI management and staff in the area of planning, performance measurement and accountability.
2. Reporting
· Ensure the coordination and timely preparation of reports.
· Ensure quality control and objective analysis for information bulletins, operations updates and revisions, programme updates, annual reports and quarterly reports and ensure the standard formats and guidelines are adhered to and followed.
· Conduct reporting training and development work for PMI and CRC staff at country level.
3. Networking
· Establish and maintain good communication links with the Ottawa National Office, CRC country representation and programme managers in PMI to ensure that they submit regular, timely and accurate narrative reports.
· Collaborate with other CRC technical (particularly finance) personnel and programme manager/s in the region in developing training modules and initiatives.
· Work closely with the finance department to ensure compatibility between narrative and financial information in all reports.
· Provide support to CRC Emergency Response Support Team deployed in the region.

Lateral Relationships:
1. Establish and ensure effective working relationships delegates and programme manager/s
2. Ensure effective working relationships with National Society counterparts and leadership
3. Ensure effective working relationships with technical and service departments at the National Office level.

Duties Applicable to All Staff
1. Actively work towards the achievement of the CRC goals.
2. Abide by and work in accordance with the Red Cross/Red Crescent principles.
3. Perform any other work related duties and responsibilities that may be assigned by the line manager.

Person Specification:
1. In good mental and physical health.
2. University degree.
3. Training in or experience of researching and writing narrative reports.
4. Bahasa Indonesia native and English fluent (excellent writing skills required), Berlitz level 10.
5. Self-supporting in computers (Windows, spreadsheets, word-processing) .
6. National Society Relations, Results Focus & Accountability, Teamwork, Communications, Professional Mastery.
7. To adhere with The Fundamental Principles of Red Cross and Red Crescent Movement at all times.
