Chemonics seeks short-term National Oceans Policy Specialist

Chemonics seeks a short-term National Ocean Policy Specialist for the
USAID-funded Indonesia Marine and Climate Support project in Indonesia. The
project aims to sustainably manage Indonesia’s marine and coastal
ecosystems.

The National Oceans Policy Specialist will work in coordination with the
International Oceans Policy Specialist and the MMAF to evaluate previous
documents concerning ocean policy that were prepared, assess any
institutional constraints that will affect development of a national oceans
policy, and recommend a procedural framework for preparing an oceans policy
and related area management plans.

Responsibilities include:

· Compile versions of ocean policy documents that had been prepared
previously and evaluate with respect to any issues and constraints affecting
GOI ratification;

· Conduct focus group discussions and meetings with related
stakeholders regarding their perceptions and concerns about a national
oceans policy;

· Assess any institutional constraints to establishing the
legislation and procedures required for implementing a national oceans
policy;

· Assist the International Oceans Policy Specialist to develop a
roadmap for drafting a national oceans policy;

· Organize a seminar on national oceans policy involving MMAF and
other stakeholders to discuss findings and next steps.

Qualifications:

· At least six years of experience working in policy with the
government at the national and local levels.

· Law degree or relevant experience in oceans policy.

· Strong communication skills, both interpersonal and written, to
fulfill the technical and managerial responsibilities proposed.

· Strong English writing and speaking skills required.
