Since April 2009, Canadian Red Cross (CRC) has worked with the Indonesian Red Cross in the development of a program plan which will address issues of institutional capacity building of Indonesian Red Cross (PMI) chapters and the capacity of PMI chapters to deliver disaster risk reduction as part of an effort to strengthen the resiliency of the community to prepare for, respond to and cope with the effects of future disasters. We are looking for qualified and committed candidates to fill the following position:
Planning, Monitoring & Evaluation, and Reporting Manager (PMERM)
Based in Jakarta
Standard Function Description:
Under the general direction of the Project Coordinator, PMER Manager is responsible for ensuring that CRC planning, monitoring, evaluation, and reporting standards are met and that Indonesian Red Cross Society PMER capacity is improved, as directed under the integrated program framework – “PERTAMA”: A Community Based Disaster Risk Reduction/ Integrated Community Based Risk Reduction – Climate Change Adaptation initiative with special focus on Organizational Development / Intensive Capacity Building, Disaster Management, and Resource Development. Critical tasks for the PMER Manager are setting up the M&E system and ensuring its quality implementation by the key PMI counterparts and CRC relevant staff. including . The PMER Manager is responsible for ensuring the processing of narrative reporting.
Duties applicable to all staff
1. Actively work towards the achievement of the CRC goals.
2. Abide by and work in accordance with the Red Cross/Red Crescent principles.
3. Perform any other work related duties and responsibilities that may be assigned by the line manager
Key Task and Responsibilities:
Planning, Monitoring and Evaluation
· Provide appropriate technical advice and support in the area of planning (logframe design and related areas) monitoring and evaluation to the country representation and PMI Ensure compliance with CRC AOP standards, and provide input and advice to ensure coherence and quality.
· Design and implement monitoring tools and mechanisms to record progress of all project activities.
· Undertake regular monitoring and technical support visits to PMI counterparts to assess progress against approved PMER plan.
· To contribute to the development and delivery of baseline/midline/ endline or other surveys according to the project design.
Reporting
· Ensure the coordination, timely preparation and submission of reports.
· Contribute to wide organisational learning by preparing and disseminating lessons learned, good practices and evidence provided by CRC activities through information bulletins, operations updates and revisions, programme updates, annual reports and quarterly reports and ensure the standard formats and guidelines are adhered to and followed.
Networking
· Establish and maintain good communication links with the Ottawa National Office, CRC country representation and programme managers in PMI to ensure that they submit regular, timely and accurate narrative reports.
· Work closely with the finance department to ensure compatibility between narrative and financial information in all reports.Undertake any other reasonable duties as may be requested from time to time, including CRC Emergency Response Support Team deployed in the region.
Staff Training and Capacity Building
· Collaborate with other CRC technical personnel and programme manager/s, build the capacity of all relevant team members (CRC & PMI) to develop and maintain an excellent PMER system, including the periodic reflection and analysis of program monitoring data.
· Develop a comprehensive staff training series to build team capacities in the area of planning, monitoring, evaluation and report writing.
· Develop plans to mentor and coach staff to build their capacity to enable them to develop excellent reports and other documents.
Lateral relationships:
· Establish and ensure effective working relationships delegates and programme manager/s;
· Ensure effective working relationships with National Society counterparts and leadership;
· Ensure effective working relationships with technical and service departments at the National Office level.
Person Specification:
1. In good mental and physical health;
2. Relevant university degree or equivalent qualification;
3. Training in or experience of researching and writing narrative reports;
4. Bahasa Indonesia native;
5. English fluent (excellent writing skills required), Berlitz level 10;
6. Self-supporting in computers (Windows, spreadsheets, word-processing) ;
7. Competencies: National Society Relations, Results Focus & Accountability, Teamwork, Communications, and Professional Mastery.
