Build Change (www.buildchange. org) is an award-winning, international non-profit social enterprise that designs and trains builders and homeowners to build earthquake-resistan t houses in Asia. Build Change has ongoing post-earthquake housing reconstruction programs in West Sumatra, Indonesia and Sichuan, China.

POSITION OPENING: DIRECTOR OF FINANCE AND HUMAN RESOURCES

Start Date:Immediate, no later than January 27, 2009
End Date:3 month probationary period followed by 8 month contract with
possibility of extension

Job Description
Seeking an exceptional, driven and experienced candidate with proven
financial and human resources management skills.

Responsibilities as FINANCE Officer:
•Open bank accounts and represent Build Change in solicitation of
services and resolution of problems with financial institutions
•Prepare and track bank transfers for payroll and vendor payments
•Prepare monthly bank reconciliation and end of month report using
Quickbooks
•Prepare and file vouchers with complete documentation
•Prepare weekly budgets and cashflow statements
•Implement Build Change's audit compliant procurement process,
including reviewing Purchase Orders submitted by Office Manager
•Ensure internal control procedures are followed for all cash
disbursements, receipts, and transfers
•Ensure compliance with national tax and labor regulations

Responsibilities as HR Officer:
•Manage the recruiting process by posting vacancy announcements,
collecting and sorting applications and CVs
•Create and maintain personnel files
•Distribute, collect and check monthly timesheets
•Prepare, complete and file contracts and hiring packets
•Track benefits accumulation and produce monthly summaries
•Manage employee health insurance programs
•Solicit and manage insurance services when needed
•Keep the CEO informed of all staff problems as they come up

Qualifications:
•S1 degree in accounting, finance or related field
•At least 3 years experience in financial and administration of
non-profit organizations
•Proficiency with Excel, Word and other Office applications, and
experience with Quickbooks or other accounting software
•Fluency in written and spoken English and Bahasa Indonesia
•Extraordinary organizational skills, attention to detail and quality
control
•Ability to work independently, solve problems and supervise support
staff
•Strong understanding of humanitarian principles and development ethics

Job Description
Seeking an exceptional, driven and experienced candidate with
demonstrated operational, logistics, and office management skills.

Responsibilities as Operations Manager:
•Manage operations of Build Change's West Sumatra/Bengkulu offices
•Implement Build Change's procurement system, including recruiting and
hiring staff, obtaining requests for quotations, and asset control system
•Hire and manage vehicles and drivers, including preparing contracts,
coordinating schedules, implement Build Change's vehicle manual
•Hire and manage Build Change security guards and develop a security
plan for Build Change office and staff housing
•Regularly update the Build Change asset inventory
•Implement Standard Operating Procedures and Emergency Plan
•Find new houses for office/staff
•Manage the movement/opening of new offices/houses
•Buy new, repair, and troubleshoot communication and information
technology, office equipment and appliances, ensure safety and make
backups of Build Change electronic data
•Coordinate travel plans for national and expat staff and guests, and
arrange visas

Qualifications:
•S1 degree in finance, business, management, or related field
•At least 3 years experience in operations and office management for
non-profit organizations
