ADMINISTRATION AND FINANCE SUPPORT

Organizational Context 
Food and Agriculture Organization (FAO) is a United Nations agency which provides technical assistance in Indonesia. The Administration and Finance Support is a member of the FAO Mentawai Recovery project team that facilitates the day-to-day activities of the project in line with the program work plan.  
Under the general operational and administrative supervision of the FAO Representative, under the 
supervision of the Operations Coordinator, Head of the Operations Support Unit, under the general guidance of the Chief, Emergency Operations Service, Asia, Near East, Europe and Special Emergencies 
(TCES), and under the direct supervision of the Livelihoods Programme Coordinator; he or she assists in the development of monthly schedules,and provide administrative and logistic support for field operations of the FAO Mentawai Recovery project, and provides support to the FAO 
Mentawai Recovery technical team for these operations.

Duties and Responsibilities

Summary of key functions:
* Support the working/operation of the FAO Mentawai team together with 
local/village partner organisations, and other relevant organisations 
including provincial and district authorities, departments responsible 
for agricultural services;
* Provide logistic and administrative support for program activities as required including:
* Prepare in advance budget estimates and list of needed supplies for the 
training / workshops / seminars / meetings, facilitate all logistical / 
administrative needs during such events.
* Provide proper and updated documentation of logistics / finance during project activities.
* Create routine office reports including petty cash reports, staff attendance 
forms, correspondence reports, security approvals, and other forms as 
required.
* Monitor supplies and equipment for the project – complete the project inventory form.
* Ensure project vehicles are in good condition, and drivers have operational cash to support project activities.
* Liaise with the Operations Unit and the FAO Representation, for the reporting, planning, and provision of goods and services.  Organise the 
procurement of services and equipment required for running the program 
in line with FAO procedures, including cross checking of selected 
vendors as required.
* Conduct other duties related to the implementation of the Programme as required.

Education: 
* Bachelor or University Degree (S1) from any related field
Experience: 
* Minimum three (3) years progressive administrative and finance works experience in a development project
* Possesses work experience in providing administration and logistical support
* Possesses work experience the administration of project budgets, including financial reporting
* Proficiency in MS Office particularly Word, Excel and PowerPoint.
* Excellent organizational skills and ability to handle volume of work in an efficient and timely manner.
* Ability to produce high quality work under pressure and meet all deadlines.
* Ability to work with minimum supervision.
Language Requirements:                  
• Fluency in Bahasa Indonesia and a good command of writing and speaking English.

FAO LIVELIHOODS PROGRAMME COORDINATOR

I. Organizational Context 
Food and Agriculture Organization (FAO) is a United Nations agency which provides technical assistance in Indonesia. Under the overall supervision of the FAO Representative and under the direct supervision
of the Operations Coordinator, Head of the Operations Support Unit, and under the general guidance of the Chief, Emergency Operations Service, Asia, Near East, Europe and Special Emergencies (TCES), and in close cooperation with other PUNO project coordinators, the Livelihoods Program Coordinator will perform the below range of duties relating to the objectives of the FAO Mentawai Recovery Programme:

Duties and Responsibilities 
II. Functions / Key Results Expected Summary of key functions:
* Performs coordination among the PUNOs and act as the liaison person with the RC Office, IMDFF-DR Secretariat, and Program Board, as well as coordinate the implementation of the Joint Programme and ensure the achievement of its outcomes and outputs;
* Be responsible to consolidate program reports to be submitted every quarter. Precedeed by gathering
relevant data/information from each of the PUNOs and then consolidate the reports/information from each of the agency for submission;
* Facilitates regular (i.e. monthly) coordination meetings and produces a monthly update for the IMDFF-DR Secretariat through the RC Office;
* Facilitates quarterly field monitoring with participation from the PUNOs and respective government agencies, as required; 
* In collaboration with each of the PUNO, develop and implement a programme communication strategy, including the dissemination of information concerning the programme activities and results through technical field reports, policy briefs and programme outputs; and advise on any 
shortfall in project communications and suggest means for their correction;
* Ensure all program activities occur in collaboration with local, district and provincial authorities where appropriate;
* Oversee the monitoring, evaluation and impact assessment of project activities, and analyze programme results and lessons learnt and identify best practices for documentation and information sharing; 
* Prepare diverse reports as a tool to guide the work of the Programme and to ensure compliance of Programme activities with overall strategies; 
Monitor the Programme progress and ensure that stipulated reports are submitted on time; 
* Participate to develop, appraise, and supervise the technical aspects of FAO agricultural component of the programme. To include assist to refine project components and technical assistance activities, evaluate assessments, contribute to project livelihoods analysis as well as to produce project documentation; 
* Identify areas of weakness in the technical and management capacities of the government and other stakeholders to implement FAO component of the programme;
* Contribute to the FAO training and capacity development activities, and work constructively with implementing partners and relevant local governments;
* Interact and establish communication channels at the technical level with counterparts in both Central and local governments, NGOs, private sector companies as well as with concerned PUNO and key stakeholders;
* Perform any other duty related to the implementation of the Programme as required.

Education: 
* University graduate with minimum bachelors’ degree in development studies, social sciences, agriculture or other relevant field. Desirably Master’s degree of an appropriate discipline and recognized qualification in training or capacity building
Experience: 
* Minimum of consecutive five (5) years experience in the management of project or programmes, preferably in the context of livelihoods recovery and rehabilitation
* Possesses work experience/ knowledge in project coordination, management, and monitoring;
* Possesses work experience / knowledge in agricultural livelihoods recovery and/or rehabilitation project or programmes
* Possesses work experience in meeting and workshop facilitation, report writing,  and provision of technical advise on agricultural issues
* Possess good planning, coordination, interpersonal and communication skills
* Proficiency in MS Office, particularly in Word, Excel and Power Point
* Previous employment in international organizations preferably within the UN specialized agencies
* Ability to work in a multi-cultural environment with sensitivity and respect to diversity
* Ability to work with minimum supervision

Language Requirements:                  
* Good knowledge of the English language and speak Bahasa Indonesia fluently.

Background

I. Organizational Context

Under the general administrative guidance of the FAO Representative, overall
supervision of the Team Leader of the Emergency Centre for Transboundary Animal
Diseases Operations (ECTAD) Program in Indonesia, and the direct supervision of
the Project Manager/Internation al Operations Coordinator, and in close
consultation with Program technical and operational personnel.

The incumbent will work in close collaboration with the Highly Pathogenic Avian
Influenza (HPAI) Campaign Management Unit (CMU), the Directorate of Animal
Health (DAH), the FAO-Indonesia HPAI Control Programme, local government, and
the Local Disease Control Centres (LDCC) across Indonesia. The incumbent is a
member of the project management team that facilitates day-to-day activities of
the programme with the central as well as local government in line with the
program work plan and monthly schedules of activities.

Duties and Responsibilities:
1. Act as a liaison between FAO programme management, NPC, LDCC Coordinators,
and the local government, especially pertaining to OFFLU and NVS programs
* Prepare official communications to GOI regarding FAO programme
activities, especially re OFFLU and NVS;
* Identify the information requirements of the government offices, civil
society and local NGOs and make recommendations on their needs in the
development of the programme;
* Assist in managing OFFLU and NVS-related external missions or field
visits for international visitors to local government as required;
* Assist in ensuring consistency and adherence to FAO rules and
regulations at the project level, in close coordination with the Operations
Support Unit;
* Assist in coordinating operational, administration, logistics, and field
operations of the OFFLU and NVS programs;
* Logistically organize and coordinate meetings with local government with
the central and local government, especially in OFFLU and NVS programs.
2. Provides direct supervision to all administrative tasks in the Project Office
* Prepares routine correspondence, faxes, memoranda and reports on
administrative matters from oral instructions, previous correspondence or
other available information sources in accordance with standard office
procedures of UN FAO and Government of Indonesia
* Supervise the writing and distribution of letters to the government and
relevant partners including a tracking system for all letters sent from the
office.
* Develop, implement and maintenance of the proper filing system for
administrative records and documents for the project office.
* Ensure that appropriate administrative support is provided by the
project to Ministry of Agriculture
3. To ensure proper common services focusing on achievement of the following
results
* Liaise to project staffs and their dependents by assisting and
processing requests for Government Clearance, Security Clearance, identity
cards and other documents in accordance with requirements of the United
Nations and Government of Indonesia
* Provide any travel authorization and/or logistic support to all
Government of Indonesia which related to the project , experts/consultant
and/or meeting participants
* Administrative support to organization of conferences, workshops,
retreats̢ۢ
