Field Program and Support Officers - Pelita Pendidikan Tanoto Foundation

Tanoto Foundation (www.tanotofoundati on.org) is a not-for-profit foundation which strives to be a center of excellence for facilitating and improving access to quality education and to empowerment opportunities that contribute to poverty reduction. The Foundation currently runs a number of philanthropic programs in Indonesia ranging from scholarship, teachers training, school improvement programs,research support, small business development. In addition, the
Foundation also works with its corporate partners to design quality community development and CSR programs.

In 2010 Tanoto Foundation launched the Program Peningkatan Kualitas Pendidikan or Pelita Pendidikan. This program will be implemented in over 200 schools located in various rural areas within the Sumatera Utara, Riau and Jambi provinces. Most of the schools are Sekolah Dasar Negeri, Sekolah Menengah Umum Negeri and other schools.

Tanoto Foundation is currently looking for three (3) Field Program and Support Officers to be based in Riau, Jambi and North Sumatera.

JOB SUMMARY:

The Field Program and Support Officer (FPSO) is a position based in the field office in Jambi. The position is responsible for supporting the implementation of Tanoto Foundation's programs, with specific regard to scholarships and related local programs, as well as supporting regional staff in finance, accounting, administration, and procurement aspects of project implementation. The Officer will report to the Program Director for scholarships and related local programs and to the Head of Finance & Administration for the coordination on finance, accounting, administration, and procurement between the field and Jakarta offices.

RESPONSIBILITIES AND TASKS:

Scholarships and related local programs

* Assist the Program Director in the preparation and implementation of the scholarships and related local programs in the province
* Maintain and strengthen the relationship between Tanoto Foundation and the students receiving the TF scholarship
* Plan, budget and implement local programs related to the scholarships program in the province
* Assist in the selection process for students to receive scholarships held in Jakarta or other provinces, if required
* Act as a member of emergency response teams for the province, if required

Finance & Accounting

* Pay invoices, bills, and claims based on Tanoto Foundation finance procedures
* Assist field staff in the collation and delivery of travel,project advances and personal claims to Jakarta
* Conduct physical counts of petty cash, maintain petty cash log,and replenish and report petty cash to Finance department in Jakarta
* Receive, register, and send finance documents to Finance department in Jakarta

Administration

* Prepare general correspondences, fax, reports and memos as requested by Regional Project Manager
* Hardcopy filing, electronic filing, printing, faxing, scanning all documents as required by Jakarta office and Regional Project Manager
* Coordinate local travel arrangements such as booking of transportation & accommodation
* Responsible for the assets and asset administrative system for the field office, including maintenance of asset database, and performing regular asset check and verification.

Field Office Management

* Supervise the daily log of driver and vehicle, including:

o Checking and accounting the weekly meal allowance and overtime for driver

o Ensuring that all vehicle movements and fuel usage are recorded

o Scheduling all vehicle maintenance in a timely manner according to the Foundation regulation

o Processing all documents for permits and insurances of vehicles/ motorcycles for renewal process and that all vehicle documents are up to date

* Assist in procurement of goods and services for the field office, including:

o Assisting procurement for field office and projects,either by handling the procurement process or by liaising with affiliated business units

o Ensuring that the proper due diligence for procurement process have been conducted and that all required forms (Purchase Request, Purchase Order, Request for Quotes, Summary Bid Analysis, and Receipts) are properly filed or sent to the Jakarta office as appropriate

* Manage office and housing maintenance and repairs and procurement of goods and services for office and houses of field staffs
* Perform other duties reasonably assigned by the Head of Finance and Administration and by Regional Project Manager

SELECTION CRITERIA;

* Diploma or undergraduate degree in accounting, finance, business, administration, or management
* At least 2 years experience in finance, accounting, or office administration. Previous working experience in development organization or NGO is not a must but is an advantage.
* Ability to undertake multi-tasks and wiling to work under pressure and meet tight deadline
* Literacy in computer, Microsoft office and windows applications
* Ability to write well in Bahasa and to communicate passively in English, both spoken and written

WORKING CONDITIONS:

The position is based in field office in Jambi or Riau or North Sumatera
but from time to time may be required to travel to project sites (up to
40% of the time).

Field Coordinator – Emergency Preparedness Program

SurfAid International is a nonprofit organization dedicated to the alleviation of human suffering through community-based health programs. We perform our work in
isolated regions connected to us through surfing and are professional, highly
energized, innovative and youthful in our outlook. Our main program areas are
Community Based Health, Emergency Preparation, Environmental Health (Water and
Sanitation) and Malaria prevention.

We are now seeking for Field Coordinator for the Emergency Preparedness Program to be based in Sikakap, Mentawai. The Field Coordinator will report and
provide information directly to the E-Prep Program Manager. This position is
intended for Indonesian national only.

The tasks expected of the E-prep Field Coordinator include:

To provide management and support to SurfAid International community facilitation training teams based at the sub-district level.Plan field training and workshop
schedules at the field level and ensure that training and workshops are conducted within established deadlines.Provide training, mentoring and support for the SurfAid training teams in the field.Prepare monthly work plans, budget forecast, activity reporting matrixes and other regular field reporting in line with SurfAid International reporting requirements. Assist in the training and capacity building of SurfAid program staff, primarily SCFs and CFs.In charge for the relationship building to the main governmental stakeholders including district and sub-district government authorities such as BPBD, Bappeda, Departments of Health and Education, Bupati’s office and other identified stakeholders at the field level. Conduct regular monitoring and evaluation of field activities and visit field sites and ensure that staff are conducting monitoring and filling in activity completion reports.Assist with, manage and implement all activities as identified by the E-Prep Program Manager specially to make every effort to ensure the objectives/outputs are achieved to a high standard of quality according to the log-frame and budget within the duration of project period. Liaise with other INGOs, NGOs, agencies or organizations also involved in disaster risk reduction activities and where possible form strategic alliances.Assist in the design and implementation of stakeholder workshops at the district, and villages level as well as the elementary school training, and assist in the identification and
design of specialist training for village based disaster management teams.Any other tasks identified by the E-Prep Program Manager

Qualifications:

University degree in relevant discipline·
At least 3 years experience in field management and program implementation.
At least 1 years experience in disaster management and disaster response.
Strong analytical and conceptual skills.
Experience in organizing and facilitating workshops.
Excellent skills in facilitating community Focus Group Discussions and community meetings.
Familiarity with monitoring and evaluation tools and methodologies.
Ability to communicate with a wide range of stakeholders, including government officials, community members and children.
Excellent interpersonal and communication skills and a commitment to working in a multidisciplinary and multicultural environment.
Excellent computing skills, including knowledge of word-processing and spreadsheet applications.
Experience in administering budgets for a project duration period.
High personal standards, political and religious sensitivity and possess the qualities of patience, tact and diplomacy.
Ability to work independently and with limited supervision when necessary.
Excellent report writing skills both in Bahasa Indonesia and English.
Well developed written and oral communication to communicate clearly and sensitively with internal and external stakeholders to SurfAid International including skill in facilitation and negotiation.
Experience working with international NGOs and an understanding of the culture of
international organizations.

Desirable:
Experience with community-based media and information campaigns.
Experience working in isolated regions and/or understanding of the socio-cultural background of Western islands of Sumatera.
