Several Positions in Tanoto Foundation

Tanoto Foundation (www. tanotofoundation .org) is a not-for-profit foundation which strives to be a center of excellence for facilitating and improving access to quality education and to empowerment
opportunities that contribute to poverty reduction. The Foundation currently runs a number of philanthropic programs in Indonesia ranging from scholarship, teachers training, school improvement programs,research support, to small business development. 

Tanoto Foundation is currently looking several key positions. Kindly read details below. 

Program Director

JOB SUMMARY:

Under the direction of the Head of Tanoto Foundation, the Program Director will play a key role in managing the operations and ensuring implementation of all Tanoto Foundation programs,
including supporting the establishment of an integrated program and providing direct oversight to program implementation in the field. The Program Director will work with all levels of staff across the Foundation to support the implementation of improved Monitoring and Evaluation systems and tools to
ensure high quality programming. The Program Director will also provide support to affiliated companies in the creation of change visions, strategies, implementation plans, monitoring and evaluation of CD/CSR programs within the companies. This role is based in Jakarta, with frequent travel to the field including the Provinces of Riau, Jambi and North Sumatra.

RESPONSIBILITIES AND TASKS:

Strategic Directions and Program Quality

With guidance from the Head of  Tanoto Foundation, the Program Director will:

Principally focus on ensuring the efficient and effective implementation of all Tanoto Foundation programs through management of central office and field teams, including negotiating and managing requests from Senior Management and RGE businesses. 

Participate in the development of cohesive, focused and effective programming  through strategic planning processes. Ensure the impact of program strategies are measured and reportedEnsure policy, strategies and standards relating to program design, implementation, monitoring and evaluation, to maximise effectiveness are utilised.Ensure the integration of research and recommendations for Tanoto Foundation programs into planning and implementation.

In Monitoring and Evaluation:

Supervise evaluations, assessments, baselines, etc and ensure sufficient oversight of specialists and
technical consultants hired for these purposesSupport project monitoring systems and evaluations and facilitate the incorporation of lessons-learned into current and future programming. Assist with the development of program monitoring systems for the entire organization, including
indicators for monitoring progress  Support affiliated company CD/CSR monitoring systems and evaluations and facilitate the incorporation of lessons-learned into current and future
programming.

Management

Directly supervise the Head of Specialists and Regional Project Managers and oversee implementation of
all programs. Together with the Head of Specialists and Finance Department, make compiled expenditure projections and procurement plans for all programs in accordance with procedures and
requirements. Review monthly financial reports and define provisional budget as required and coordinate timely submission to Head of Tanoto Foundation.Support staff and affiliated companies in conducting budget control and monitoring of expenditures according to policies Ensure timely and accurate compilation of narrative reporting for all activities in accordance with
requirements. Ensure supervised staff receive adequate professional guidance and development opportunitiesEnsure annual performance appraisals and quarterly reviews for all line managed staff are conducted as required.Work with the Head of Tanoto Foundation in identifying, designing and implementing appropriate training and effective coaching and mentoring strategies for staff. Promote an open, diverse and participatory work environment.

Field operations

Lead the strengthening of program support and operations in base offices:

Ensure implementation of project finance and procurement procedures .Ensure that activities comply with all procedures and systems for finance, HR, procurement, and logistics.Monitor project and field staff performance and ensure timely management of staffing issues.Provide regular updates on field
issues and raise issues in SMT meetings.

Information sharing, learning, collaboration

Assist in the development and maintenance of internal systems and mechanisms for documentation and
sharing of lessons learned across the program and across CD/CSR initiatives of affiliated companies.Ensure appropriate representation of Tanoto Foundation in programming, policy coordination and information sharing forums.Facilitate staff team building across
projects and provinces, including for those of affiliated companies 

QUALIFICATIONS:


1. University degree relevant to rural development (or equivalent professional experience) and understanding of the complexities of development programming in a rural context

2. Minimum of 5 years project management experience in rural development

3. Demonstrated skills in program design and proposal development, including partnership relations

Demonstrated experience in project management and capacity building of staff and/or working in an advisor or mentor role

5. Demonstrated ability to build strong relations with local and national government, other partners and businesses

Willingness to spend at least 50% of time in semi-remote rural areas

7. Excellent communication skills, including written and spoken English


WORKING CONDITIONS:

Based in Jakarta with up to 50% travel to field offices and project sites.

Since April 2009, Canadian Red Cross (CRC) has worked with the Indonesian Red Cross in the development of a program plan which will address issues of institutional capacity building of Indonesian Red Cross (PMI) chapters and the capacity of PMI chapters to deliver disaster risk reduction as part of an effort to strengthen the resiliency of the community to prepare for, respond to and cope with the effects of future disasters. We are looking for qualified and committed candidates to fill the following position:


Planning, Monitoring & Evaluation, and Reporting Manager (PMERM)
Based in Jakarta

Standard Function Description:

Under the general direction of the Project Coordinator, PMER Manager is responsible for ensuring that CRC planning, monitoring, evaluation, and reporting standards are met and that Indonesian Red Cross Society PMER capacity is improved, as directed under the integrated program framework – “PERTAMA”: A Community Based Disaster Risk Reduction/ Integrated Community Based Risk Reduction – Climate Change Adaptation initiative with special focus on Organizational Development / Intensive Capacity Building, Disaster Management, and Resource Development. Critical tasks for the PMER Manager are setting up the M&E system and ensuring its quality implementation by the key PMI counterparts and CRC relevant staff. including . The PMER Manager is responsible for ensuring the processing of narrative reporting.

Duties applicable to all staff

1. Actively work towards the achievement of the CRC goals.

2. Abide by and work in accordance with the Red Cross/Red Crescent principles.

3. Perform any other work related duties and responsibilities that may be assigned by the line manager

Key Task and Responsibilities:

Planning, Monitoring and Evaluation

· Provide appropriate technical advice and support in the area of planning (logframe design and related areas) monitoring and evaluation to the country representation and PMI Ensure compliance with CRC AOP standards, and provide input and advice to ensure coherence and quality.

· Design and implement monitoring tools and mechanisms to record progress of all project activities.

· Undertake regular monitoring and technical support visits to PMI counterparts to assess progress against approved PMER plan.

· To contribute to the development and delivery of baseline/midline/ endline or other surveys according to the project design.

Reporting

· Ensure the coordination, timely preparation and submission of reports.

· Contribute to wide organisational learning by preparing and disseminating lessons learned, good practices and evidence provided by CRC activities through information bulletins, operations updates and revisions, programme updates, annual reports and quarterly reports and ensure the standard formats and guidelines are adhered to and followed.

Networking

· Establish and maintain good communication links with the Ottawa National Office, CRC country representation and programme managers in PMI to ensure that they submit regular, timely and accurate narrative reports.

· Work closely with the finance department to ensure compatibility between narrative and financial information in all reports.Undertake any other reasonable duties as may be requested from time to time, including CRC Emergency Response Support Team deployed in the region.

Staff Training and Capacity Building

· Collaborate with other CRC technical personnel and programme manager/s, build the capacity of all relevant team members (CRC & PMI) to develop and maintain an excellent PMER system, including the periodic reflection and analysis of program monitoring data.

· Develop a comprehensive staff training series to build team capacities in the area of planning, monitoring, evaluation and report writing.

· Develop plans to mentor and coach staff to build their capacity to enable them to develop excellent reports and other documents.

Lateral relationships:

· Establish and ensure effective working relationships delegates and programme manager/s;

· Ensure effective working relationships with National Society counterparts and leadership;

· Ensure effective working relationships with technical and service departments at the National Office level.

Person Specification:

1. In good mental and physical health;

2. Relevant university degree or equivalent qualification;

3. Training in or experience of researching and writing narrative reports;

4. Bahasa Indonesia native;

5. English fluent (excellent writing skills required), Berlitz level 10;

6. Self-supporting in computers (Windows, spreadsheets, word-processing) ;

7. Competencies: National Society Relations, Results Focus & Accountability, Teamwork, Communications, and Professional Mastery.

Scope of Work

people's lives. SI's clients include public and private aid agencies, civil
society organizations and governments at various levels. 

SI provides a full range of innovative management consulting, technical
assistance and training services to strengthen international development
programs, organizations and personnel. SI works across sectors to reduce
poverty; improve health, education and the lives of women and children;
promote peace and democratic governance; strengthen civil society; foster
economic growth; and protect the environment. 

Objective:

The Monitoring and Evaluation Specialist will support KINERJA, a
USAID-funded democracy and governance program which aims to contribute to
good governance in Indonesia by strengthening integrity and accountability
in government, and improving the delivery of public services by local
governments in the areas of health, education, and business licensing.
KINERJA is working in 20 districts in Nanggroe Aceh Darussalam, West
Kalimantan, East Java, and South Sulawesi. 

Accountability: 

Report directly to the M&E Team Leader on technical and administrative
issues. 

Responsibilities:

. Work with M&E Team Leader and the M&E Advisor to refine and
implement the Performance Monitoring Plan (PMP), including collecting and
verifying all data related to performance monitoring

. Survey design related to health, education, BEE, media and
governance sectors

. Coach KINERJA staff and relevant partners on PMP implementation
and associated data collection and reporting

. Train implementing partners on their role in M&E (e.g., tracking
and reporting of relevant indicators) and perform quality control oversight

. Undertake regular field visits to verify project performance and
exercise quality control on data collection efforts related to KINERJA
performance indicators 

. Assist the M&E Team leader in preparation of all M&E-related
reporting and deliverables

. Coordinate with KINERJA staff and partners on M&E-related issues

Qualifications:

. Minimum 5 years of experience in monitoring and evaluation of
donor-funded democracy and governance improvement projects;

. Experience developing or applying indicators of complex political,
economic, and/or social change

. Experience in data collection; 

. Minimum S1/Bachelor degree in relevant field such as statistics,
quantitative methods, political science, or public health,;

. Strong team working and client relationship skills;

. Demonstrated ability to write clear and concise technical
documents in both English and Bahasa Indonesia;

. Demonstrated ability to use Microsoft Office programs: Word,
Excel, Powerpoint

. Familiarity with research methods, statistics, and database and/or
statistical software (SPSS or similar) highly desirable; and

. Fluency in Bahasa Indonesia and high level of proficiency in
English

The PMER Officer is responsible for ensuring quality programme plans incorporating monitoring and evaluation in the region, through support and guidance to PMI staff and to CRC staff at the country level. The PMER Officer is responsible for ensuring the processing of narrative reporting.

Key Task and Responsibilities:
1. Planning, Monitoring and Evaluation
