JOB TITLE                                     :COMMUNITY FACILITATOR BEHAVIOR CHANGE (CF-BC)

JOB SUMMARY:
This position will be responsible to the ProjectManager, but technically will be supervised by Project Officer. CF will worktogether with CARE project Staff and other partner to design, planning andimplementing activities in community with related institutions.
RESPONSIBILITIES ANDTASKS:
·        Work with in co-operation with Local Government,opinion leaders, religious groups, and community based organizations (CBOs),etc across the target areas, providing information to the community aboutWATSAN and its components.
·        Organize meetings or events together with thevillage leaders and or water committee for the purpose of projectimplementation.
·        Facilitate and assist community organization tomanage WSS and health and hygiene education, reflecting gender equity andpoverty targeting principles.
·       Build community capacity and assist community indeveloping the Community Action Plan (CAP), constructing WSS facilitiesselected by the community, and managing the O&M of the improved WSSfacilities. This will include the following:oAddresscomplaints and questions about the project and help ensure transparency in allproject implementation and decision making.oMonitorand evaluate project activities in community level, in coordination with MonevOfficer. oProvidetimely and accurate progress reports for the supervisor and other partners asappropriate. oMonthlyUpdate of Project Activities Reports (Including database, indicator trackingtables, etc).oOthertasks may reasonably requested by supervisor.

PROJECT DESCRIPTION

CARE’s Window of Opportunity is a privately funded infant, young child and
maternal nutrition project that focuses on the promotion, protection and support
of optimal feeding practices. Strategies to achieve this include working to
improve the enabling environment through advocacy and policy efforts,
strengthening the health system through partnership, advocacy and capacity
building, and empowering communities and individuals to make appropriate choices
regarding their nutritional well being through a social and behavior change
communication process. Globally the project works in five countries - two each
in Asia and Central/South America, and one in West Africa. Extension into a
small number of other African countries with food security portfolios is
planned. In particular to support capacity building, program design and
implementation and/or monitoring and evaluation.

CARE Indonesia is supporting Window (Prima Bina) activities from April 2008
through December 2011 in the districts of Timor Tengah Utara and Belu on the
Island of West Timor in Nusa Tengah Timur Province. Prima Bina supports
pregnant and lactating women as well as there children under 2 years of age in
23 villages, but also includes individuals who support women and young children
such as midwives, fathers and senior women in the household.

In Indonesia, Prima Bina through numerous capacity building efforts and
development of tools is supporting intensive efforts focused on social and
behavior change (SBC). The aims being to strengthen the interaction and
engagement between mothers and community members who are found to be barriers to
optimal infant and young child feeding (IYCF) practices. This work includes
close collaboration with the Ministry of Health at the district and national
levels, as well as working closely with partners who are also focusing on infant
and young child feeding.

RESPONSIBILITIES AND TASKS:

• Support the development and implementation of a advocacy strategy. Prima Bina
has been funded to be a learning initiative in NTT, which has some of the
highest rates of malnutrition in Indonesia. The work that Prima Bina has done
has focused on not the distribution of food commodities, but working with
mothers and households to overcome barriers to appropriate feeding practices at
the household level. Many of the activities and strategies used for
implementation have been unique to the NTT context as well as the rural setting
in Indonesia. Attention needs to be given to identifying the strategy for
advocacy along with the team in NTT and colleagues in Atlanta. This
responsibility will also include regular communication and engagement with key
stakeholders and partners such Depkes, Dinas, UNICEF, Mercy Corps, and World
Vision to name a few, as well as supporting the coordination of CARE sponsored
regional meeting where CARE and key partners will showcase there IYCF work. To
be most effective, the advocacy coordinator will need to work with and
understand the all levels from the district (TTU and Belu), provincial (NTT) and
national levels.

• Support the documentation of lessons learned and best practices. This will be
the last year of implementation for Prima Bina. Given the uniqueness of the
program design strategy, efforts will need to be made in supporting the Prima
Bina team in properly documenting the work that they have done in NTT. This
will require visits to the field and regular conversations with the team in
order to understand the work that has been done and why. The activities
undertaken by the Advocacy Coordinator will also need to be included and
documented in the quarterly report following the agreed upon reporting methods.

• Creation of communication documents. The Advocacy Coordinator will be
responsible for sharing the story of Prima Bina through district (TTU and Belu),
provincial (NTT) and national channels. This will also include the development
and distribution of a newsletter, brochure and when necessary coordinating
communication with press agencies.

• Support staff capacity to improve their understanding of advocacy. In order
to build the knowledge and skills of staff on advocacy, the advocacy coordinator
will be responsible for supporting the staff needs in this area. This will
include mentoring and coaching on advocacy activities and providing support to
the field teams efforts with advocacy.

QUALIFICATIONS:

• Graduate level degree in nutrition
• 5 to 7 years experience working with health and nutrition programs including a
thorough understanding of the design and implementation
• 5 to 7 years experience working with monitoring health and nutrition programs
• 2 to 3 years experience working closely with key health and nutrition partners
such as the Ministry of Health, UNICEF and other key partners on advocacy and
policy issues
• Understanding of qualitative and quantitative research methods
• Understanding of the policy enviroment in Indonesia at the district,
provincial and national levels
• At least one year spent, in a rural or emergency setting in Indonesia
• Fluent in spoken English and Bahasa
• Must be able to clearly convey ideas in writing in English and Bahasa
• Prior experience with infant and young child feeding in Indonesia
• Production of papers and presentations for professional audiences
